Battery sapper or weapon lock field

although it could potentially be used for trolling, it would be nice to be able to drain peoples batteries with some kind of tech, or perhaps build a unit that locked weapon use until you leave its range, with a battery sapper it would allow you to build a base only accessible via a drawbridge type system. And the ability to lock peoples weapons would prevent them from breaking out of a containment field or from greifing in general.
