I noticed that the Exotic Weapons Expert description says something about adding 15 skill points for flamethrowers and grenade launchers.
So what exactly are these weapon skills? What do they do? And do they level up with the ExoDrone?

Weapon groups are 0 - 100, which adds to damage and crit chance the higher they go. The more you use a weapon, they better you will get with it.

Also, do critical hits just do more damage, or do they get through armor?

More damage.

Chest 1.75x
Shoulders 1.5x
Elbows/Knees 2x
Pelvis 2.5x (and a normal 1.25 damage regardless)
Head 10x (and a normal 3x damage regardless) (if sniper rifle, it's 1000x to ensure death on headshot crit ... we may make that any sniper headshot instead)
